Companies run into trouble adopting change or customer satisfaction programs when top management gives only lip service to these programs instead of embracing a real transfer of authority. Organizations return to the status quo when workers are given the go-ahead to make changes; and are then criticized for their decisions. Both responsibility and authority must be conveyed to all workers at all levels. Giving a worker responsibility to make the product right, but not the authority to stop and change the process is a recipe for disaster. Example: Operators of a printing press need the authority to interrupt the manufacturing process if they detect a problem and want to correct it, and should not face punitive action for upsetting the work flow
